Thai BOI has Announced Two Measures Under Quick Big Win Policy泰國BOI宣布速贏計畫政策下的兩項措施

On 6 November 2025, Mr. Narit Theodsatheerasak, Secretary General of the Board of Investment (BOI) announced that the BOI approved two key measures to drive future investment under the government's Quick Big Win policy, which are measures to support Thai entrepreneurs to enhance their competitiveness and measures to create highly skilled personnel for modern industries.

泰國投資委員會(BOI)秘書長Narit Theodsatheerasak先生於2025年11月6日宣布，BOI 已批准兩項關鍵措施，以在政府的「速贏計畫」政策下推動未來投資。這兩項措施分別是：支援泰國企業家提升競爭力的措施，以及為現代產業培育高技能人才的措施。

With regard to “Measures to support Thai entrepreneurs to increase their competitiveness”, it will provide funding to support Thai entrepreneurs’ in improving efficiency to enhance their competitiveness. Funding will be provided at a rate of 30-50 percent of the actual investment and expenses, not exceeding 100 million baht per company, covering investments in three main areas:

關於「支援泰國企業家提升競爭力的措施」，將提供資金援助，幫助泰國企業家提升效率，以增強競爭力。資金將按實際投資和支出的 30% 至 50% 提供，每家公司最高不超過 1 億泰銖，資金涵蓋三個主要投資領域：

(1)      Improving the efficiency of existing businesses with modern technology such as automation and digital technology;

    利用自動化和數位技術等現代科技提升現有業務的效率;

(2)      Research and development;

    研發;

(3)      Transforming existing businesses into new industries and green industries.

    將現有業務轉型為新興產業及綠色產業。

Applicants for this measure must be juristic persons with at least 51% Thai shares in target industries, including agriculture, food, biotechnology, medicine, automotive, electronics, automation and robotics, and defense. General entrepreneurs are required to invest a minimum of 50 million baht. However, SMEs registered in the Office of Small and Medium Enterprises Promotion's SME ONE ID project must invest a minimum of 20 million baht. Applications must be submitted by January 2026 and completed within 12 months of the promotion certificate issuance date.

申請此措施的對象必須為法人，且在目標產業中至少持有 51% 的泰國股權，涵蓋的產業包括農業、食品、生物技術、醫藥、汽車、電子、自動化與機器人以及國防。一般企業家需投資至少 5,000 萬泰銖；但在中小企業促進辦公室「SME ONE ID」計畫登記的中小企業，投資額最低為 2,000 萬泰銖。申請必須於 2026 年 1 月前提出，並須於促進證書核發日起 12 個月內完成投資。

In addition, since the funding from the BOI is disbursed after the entrepreneurs have made the investments, the BOI, in collaboration with the Thai Bankers’ Association, will develop bridging loans and offer preferential interest rates to provide liquidity support to entrepreneurs while waiting for fund disbursement.

此外，由於BOI的資金是在企業家完成投資後才撥付，BOI 將與泰國銀行家協會合作開發過渡性貸款，並提供優惠利率，以在資金撥付前為企業家提供流動性支援。

On the other hand, for “Measure to create highly skilled personnel for modern industries”, the National Competitiveness Enhancement Fund will provide financial support to universities/training institutes that will act as nodes to cover costs of training and upskilling of vocational certificate level and above to prepare them for changes in the industrial sector.

另一方面，針對「為現代產業培育高技能人才的措施」，國家競爭力提升基金將提供財務支援給大學或培訓機構，這些機構將作為培訓節點，負擔職業證書及以上層級人員的培訓與技能提升費用，以使其能應對產業領域的變化。

The goal of this measure is to enhance the skill sets of at least 100,000 individuals. These are divided into two groups: 30,000 university students preparing to enter the labor market, and 70,000 workers currently employed in the labor market, through upskilling, reskilling, and creation of new skill-development initiatives to meet the urgent demands of next-generation industries and to support the adaptation of the manufacturing and service sectors to new technological directions.

此措施的目標是提升至少 100,000 名個人的技能。這些對象分為兩組：30,000 名準備進入勞動市場的大學生，以及 70,000 名目前已在勞動市場工作的勞動者。透過技能提升、再技能培訓以及建立新的技能發展計畫，滿足下一代產業的緊迫需求，並支持製造業與服務業適應新的技術方向。

The lectures of applicable training programs must be aligned with new technologies or advanced knowledge contributing to the enhancement of the country’s technological competitiveness. Forms of training eligible for incentives under this measure include bootcamps, onsite and online training programs, and internships, in which the duration of each training program may vary depending on its specific lecture. Applications must be submitted by January 2026 and training must be completed within six months of the promotion certificate issuance date.

適用的培訓課程講授內容必須與新技術或先進知識相關，以提升國家的技術競爭力。根據此措施可享有獎勵的培訓形式包括集訓營、線上與實地培訓課程，以及實習計畫，每個培訓課程的時長可依具體課程而有所不同。申請必須於 2026 年 1 月前提出，培訓須於促進證書核發日起六個月內完成。

These two measures transform the Competitiveness Enhancement Fund into a financial and human capital tool, strengthening Thai industries by supporting entrepreneurs to adopt advanced technologies and enhance production efficiency, and developing highly skilled personnel to meet the needs of modern industries.

這兩項措施將競爭力提升基金轉化為兼具金融與人力資本功能的工具，透過支持企業家採用先進技術並提升生產效率，以及培育能符合現代產業需求的高技能人才，進一步強化泰國產業的實力。
